Health Sector Infrastructure Damage and Financial Recovery Needs — Ukraine 2022–2035

Ukraine’s health sector has suffered extensive damage since 2022. RDNA4 estimates $19.4 billion in recovery and reconstruction needs through 2035, emphasizing modernization and resilience under the Build Back Better (BBB) approach.

Key Findings:

  • Direct damage: ≈ $1.56 billion since February 2022.
  • Facilities affected: 1,603 of 9,925 public health facilities (16.2 %) partially or fully damaged.
  • Infrastructure loss: 912 pharmacies and 624 ambulances affected.
  • Most damaged facility types:
    • Monoprofile hospitals – 35.8 %
    • General hospitals – 18.8 %
    • Outpatient clinics – 15.7 %
  • Regional concentration: Donetska (37.8 %), Kharkivska (12.6 %), Luhanska (12.5 %), Khersonska (7.3 %).
  • Recovery allocation: ≈ $1.3 billion for reconstruction/refurbishment; $9.7 billion for hospital network redevelopment.
  • Budget priorities: MoH oversees 16 of 92 State Budget projects (17.4 %), totaling $256 million.

Conclusion:
Rebuilding Ukraine’s health system will require $19.4 billion to restore and modernize facilities over the next decade, ensuring resilience and preparedness. Priority actions include rehabilitating damaged hospitals and integrating BBB standards for stronger, efficient, and future-ready healthcare.
