Education Sector Damage and Recovery Report — Ukraine 2022–2025

This report summarizes the destruction and recovery needs of Ukraine’s education system as assessed by RDNA (Rapid Damage and Needs Assessment) through 2025.

  • Safety improvements: 90 % of schools now have shelters (up from 68 % in 2022).

Conclusion:

Rebuilding and modernizing Ukraine’s education sector will require about $33 billion over a decade, with emphasis on safe in-person learning, digital resilience, and reduction of learning losses.
